PROBLEM: In my organization, a lot of people can edit, and I think because we don't utilize versioning these edits are also made in the database without any checks and balances. I'm trying to fix this as we have features (water meters, fire hydrants, valves) just out in space or manholes and pipes that aren't connected to each other as I'm pretty sure we don't use the geometric network. I hope this makes sense.

If you have access to an enterprise geodatabase (which it sounds like you do) then you have the ability to set up versioning which would include reconcile and post. That said, it sounds like the issue that you really have is a lack of QA/QC. If you set up traditional versioning or branch versioning you'll want to have an intermediate version where yourself or supervisors/power users are able to perform quality control on field work that has been performed.
