Disable Auto Apply checkbox

Is it possible to disable the checkbox "Auto Apply" in the attribute table?

"Auto Apply" , whether it is checked on or off by default is tool dependent, there is no way in the Project, Options  backstage to disable or enable it in any state.

@OscarYam The Auto Apply checkbox in the Attributes pane remembers its state (checked or unchecked) at the application level - meaning that if you check it ON and close Pro and then open a new project, the checkbox will remain ON. Is that what you see on your end?
