Different interpretation of vector tile service compared to AGOL Map Viewer

A technical question: Why are there differences in the "interpretation" of VectorTileServices (VTS) from ArcGIS Pro to AGOL MapViewer? Like what lies beneath? Are not all VTS-style properties supported in ArcGIS Pro?
As an example with dashed-lines: Same VTS, interpreted in ArcGIS Pro 2.9.1 (left) and AGOL-MapViewer (right).

I'm surprised that the Web-MapViewer gives better results than the desktop software regarding VTS.
