Differences between Symbology Pane and Symbology in Content Pane

For some reason, I cannot get the displayed symbology in the contents pane (2nd picture) to match the actual symbology that is in the symbology pane. I've tried clicking 'reverse color scheme' and 'reverse values' but it just keeps changing to being opposite to the actual symbology/symbolized map. Is this a bug?
