I wonder if there is a way to set the default extent for new maps.
If you start a new map with a default basemap that is different from the World topographic map (by setting this in the Map and Scene part of the Options page), the new map seems to open with the extent of the world topographic map as the default extent. Once you add your first layer to a map, the map seems to zoom to the extent of that layer, which is ok.
I am using ArcGIS Pro 2.3.1.
