Deep Learning Model Creation

Hi there,
I am working as an intern right now and am posting because I had an inquiry about a specific deep learning model involving detection of vernal pools given aerial imagery (photo below, circled areas are vernal pools). I would love it if someone could tell me how to go about this project. Whether that be using a pretrained model, or making one from scratch, please let me know.
