Decimal Limit on Topology XY Cluster Tolerance

Are there any limitations of the number of decimals that can be used for the XY cluster tolerance in topology? I have observed that the topology cluster tolerance drops some digits when initially creating topology and even when they are keyed back in, the full value still doesn't match the XY cluster tolerance of the feature dataset. I am mainly trying to understand why this is happening and if it is by design.

Example:

Feature dataset has XY Cluster Tolerance of 0.000000784415 dd. When creating topology through the wizard, the last two digits are dropped but keyed back in. Once topology is created and the topology properties is viewed, the cluster tolerance reads 0.0000007844 and not 0.000000784415; so the last two digits are being dropped.
