How can I set the user dataset privileges so 2 user can add edit update features in a dataset?

This is not possible in a file geodatabase. They need to be in separate feature datasets or file geodatabases.

It is possible with an enterprise geodatabase

You could also use manage the data as a Hosted Feature Layer in ArcGIS Online.
