Custom Labeling

Is there a way to use ARCADE or Python that will create leader lines if the labels are not visible in their respective features, but as you zoom in, the labels dynamically change from being placed outside the feature with a leader line to inside the feature with the desired labeling parameter?

This is currently in a Pro project that is referencing WFS that are part of a web mapping application. 

Can this be done in the desktop environment or is this something that should be done in AGO / Portal ?

I know I could duplicate layer to perform labeling at different scales, but was hoping to be able to manipulate a single feature using some scripting....if possible.
