Creating vector tile package with ESRI vector basemap meant for export

I have been trying to create vector tile packages (.vtpk's) of areas in ArcGIS Pro with some of ESRI's vector basemaps without success. I would like to keep the file size as condensed as possible since the final intent is to use it with the Field Maps app on a mobile device. Furthermore, the basemap I am trying to export into the tile package is by default a vector dataset (more specifically, the ESRI vector navigation basemap) and not raster tile set.

The issue I am running into however is that ArcGIS pro will not let me export a vector tile package with the "Create vector tile package" geoprocessing tool. I have read the documentation for the standard ESRI basemap layers and know that the general navigation basemap is not intended for export. However, there are specific basemap layer hosted by ESRI which seems to indicate that you should be able to export tiles for offline use. I am trying to use the one here:

Even with this layer added however, ArcGIS pro still generates an error that the world navigation map (for export) is not supported for vector tile packages. Here is a screen capture of the error:

Maybe I am not utilizing the correct tool within ArcGIS pro to be able to create a vector tile package with this basemap layer. I have read other threads on these forums and otherwise that you utilize the "Download Map" tool in the Map toolbar under the offline section. However, that tool offers very few options for the parameters to download offline areas (i.e. can only define area by what is currently visible in your map, can only download to max scale level depending on your current zoom, etc). I ideally need to be able to define offline map extent either by what I define as the map extent under the map properties or by what is defined in a separate polygon feature class. For example, you can use irregular polygon layer areas when you create mobile map packages (.mmpk's) and clip everything outside of that layer boundary.

Ultimately, I am unsure what ESRI's basemap layers for export are intended for if you cannot export vector tile packages from them. My only though is that these basemap layers do not have the capability to be exported as a vector tile package and rather can only be exported to map tile packages (i.e. raster tiles). I should note that I have been able to export relatively large areas of ESRI basemaps to raster tile packages. However, a vector tile package does make much more sense for the information being displayed from the navigation basemap and for deployment to mobile applications.

In my use case, the detail does not need to go to super fine scales, but I do need to export to approx. 1:20k scale so that most of the road info and landmarks are retained. And I also need to export an area larger than what I can define by the "Download Map" option in ArcGIS, as well as defining a potentially irregular boundary for the offline map area. I have access to both AGOL and AGE environments. I do not know the exact details of how our AGE interface is deployed (seems like it is hosted somewhere on our own internal infrastructure) and potentially what basemap data is hosted on our AGE deployment. I mainly bring up the access to AGE deployment in case that offers more direct solution.
