creating points with labels that need to be rotated

Trying to create a label that is perpendicular to a line. using the rotation value from my attribute table for a point. The label looks good until I share and publish a web layer. In the web layer drawing the point rotates and in parallel with the line. I want the label to be perpendicular as I am showing the phasing on a power line. What do I need to do to get the label to stay perpendicular to the line in the web layer.

From the internals - "The standard label engines in ArcMap and Pro have many options for label placement, weights, priorities etc, but just like rotation, these are not yet supported in a feature service through Portal or ArcGIS Online. Rendering through a map service does support these properties though."

There is an ENH-000109622 -"Adding more labelling options in ArcGIS Online" but the enhancement request was closed as it's a known limitation.

I'd recommend adding an ArcGIS Idea for this item so it gets visibility in front of the dev team.
