Is it possible yet to create new network datasets in ArcGIS Pro, much as you can via ArcCatalog? I understand that it wasn't possible a year ago, but has anything changed since then? If it is possible, what are the steps? If not, is this a feature that we can expect to see in the near future?
Alternatively, is it possible to make a new dataset via the "Create Template From Network Dataset" and "Create Network Dataset From Template" tools? I'm imagining creating a generic XML template from an existing network via the first tool, then modifying the XML to allow the template to be used to generate a new dataset via the second tool with a completely different set of input features (lines and junctions). Is this possible?

The capability to create a new network dataset is not yet available in Pro 1.4. This capability does not show up in the list of tools not available as there is no tool in ArcGIS Desktop to create a network dataset. It is available as a wizard from the context menu. As others have noted, in Pro, you can create a network dataset from the schema of an existing network dataset. The other thing we added in 1.4 was the ability to update and create new travel modes in an existing network datasets.
We are working on the capability to create a new network dataset in Pro and goal is to have it available this year. Thanks,

e.t.a for tools is conjecture and rumour, so you will have to wait until a new release actually arrives
In my Alpha version of ArcGIS Pro 1.4, I do see "Create Template from Network Dataset" and "Create Network Dataset from Template" GP tools, so I feel reasonably confident saying it will be part of 1.4 ArcGIS Pro.
The tool "Create Network dataset" there isn't in ArcGIS Pro 1.4...
Any plan of release? The strange, is what don't appear in the web: Tools that are not available in ArcGIS Pro—Appendices | ArcGIS Desktop Any idea?

Any updates on the topic since January?
The ArcGIS Pro Roadmap thread shows the Utility Network coming near term which means ArcGIS Pro 2.1 scheduled for Q4 2017 - hopefully Nov/Dec timeframe. I realize the link refers to the next generation network capabilities but "maybe" existing network functionality will be included too...fingers crossed.
