Good afternoon all,
I have what seems to be a fairly straight-forward task and epitomizes GIS but I cannot find the right tool. I have a list of locations across a state and I need to create 5 roughly equal regions in the state. Here's the kicker, I only have access to an ArcGIS Basic license so I know that severely limits my capabilities. I do however have credits through ArcGIS Online and could use Network Analysis but I don't think the tool I'm looking for is in there. Any help pointing me in the right direction is appreciated.

This has the ability (limited) to be run on a basic license in Pro - Build Balanced Zones—ArcGIS Pro | ArcGIS Desktop
