Create a polygon feature layer from vector tile layer?

I can find a lot of help on how to create a vector tile layer from polygon data, but what I need to do is the opposite.  I have a vector tile layer of building footprints, and I need to convert them to a polygon feature layer.  Does anyone know if this is possible?
