We've created a layout that is a template that we'd like to use for a dozen maps.
Here's what we are doing:
We've tried on multiple computers without success. If it makes any difference, the project and data are all accessed via UNC paths. Looking at the performance tab of task manager, nothing (GPU, Memory, etc) seems to be maxing out.
Any suggestions?

What version of ArcGIS Pro are you using? A lot of work was done in this area over the 2.3 and 2.4 releases. It is possible that something was missed. Can you contact Esri Support? I've had the same problem in Pro since I've been using it around 2.1, I've got 3.3 now, still run into this pretty often copy/pasting layouts. The frequency seems to have decreased slightly through the versions, sometimes it only takes a few minutes. But most of the time it literally takes 20 minutes to hours just to copy/past a layout. Doesn't seem to matter how I do it. The only pseudo workaround I know of is to save as to different aprx, which is crappy even as workarounds go. If I have to copy/paste a layout I try to do it as I leave so I can just let it grind through the night. My record time length is circa 3 hours.
I also am still having this problem intermittently even at Pro 3.5, and have never found a solution/reason/explanation. I have had multiple tech support requests to look into the issue but it typically resolves itself at some point or i have to create a new project, which like Keith mentioned above is a crappy workaround.
I believe after years of frustration that I have finally found a fix, at least for the most recent time this issue arose. In my project settings I have the "clear cache each time the application closes" option selected within the Options>Display settings. When the endless duplicate layout problem began happening, I had to force close ArcGIS pro because I did not have/want to spend the time seeing how many hours it would take. So when I reopened arcGIS pro and attempted to duplicate the layout again, the same problem would occur, and I would force close again, never actually allowing ArcGIS Pro to clear the cache because of the force close. So I opened my project, let it fully load, then went into Options>Display and clicked "Clear cache now" which clears the cache and restarts the program. Viola it is fixed and now duplicating layouts without issue. i hope this can help someone else out in the future.
