Cloning Conda Environment Failed,

Hi, I recently installed ArcGIS pro 3.1 in my windows 10 laptop, and I am trying to clone the default conda environment, so that I can install 'untools' package, but while cloning the environment, I am keep on getting the below error message, I tried re-installing arcgis pro, but the same error popups everytime.

I have also tried manually copying the default conda environment to some other location, renamed it to something else, activated it in Pro,  and tried to install 'untools' and I got the below error.

I went through all the threads on conda clone environment issues, but nothing worked out, Looking for some help here.

follow all the steps to get a clean uninstall and reinstall if needed
