Does anyone know if the Classify LAS by Height (3d Analyst) tool compute height from a reference surface and if so is it a TIN or DEM?

@KenBates1, Classify LAS By Height (3D Analyst) will use a value table (and not another secondary reference TIN or DEM) to classify the input LAS Dataset's existing/native height values, though one can select a Processing Boundary polygon layer to further define the extent of points that will be classified in the tool.
