I am trying to give users privileges in Pro and cannot add them so some layers without getting a check constraint violation. I can't open the properties for the specific layer in the Group Layer giving me the error either. I can't seem to find any documentation on this.

Okay - next idea.  Is the data in question in a Feature Dataset or a standalone feature class?  If a feature dataset, unregister as versioned (as long as all edits have been emptied via compress), then re-register the FDS as versioned.  If this fails, create a new FDS, copy/paste all FC's in FDS1 to the new FDS and try again.  What is the result?  If standalone - same workflow.

I don't think these specific layers are actually versioned.

Okay, then let's try the workflow to create a new FDS, copy/paste the FC's from the old FDS to the new FDS, and try your workflow again.  If standalone feature classes, then just make a copy of them and try the workflow on the new copies.
