Cellular Coverage using FCC shapefiles

I have a customer that is asking us to tell them if they have cellular coverage at a list of GPS locations. I was told that I can use GIS software to do this, but I have no experience. Is there anyone that can help me with this? I assume that they are going to want a map and an Excel list of the coverage that is available at these coordinates. I am willing to pay for help getting this done for them.

Interesting scenario. I'm not sure if you still need help with this query but you can download the cell coverage layers from the FCC webviewer.

Then you can import the layers and the excel file into ArcGIS and run a spatial join
