I'm wondering if it is possible to extract layers from the already existing basemaps that ArcGIS provides? Specifically, the roads and streets data in the "Topographic" basemap is much more detailed than I have been able to find in data available online, and I was curious if it's possible to extract it so it can function as its own feature class (either as raster or vector), so that I can edit down the line as its own layer.
If it's not possible to extract from basemaps, is there a publically accessible database of the individual data layers used to make the basemaps?

So unfortunately this is not currently possible unless you were to digitize the roads manually.
If it's road and streets data your looking for perhaps look into using OpenStreetMap data. You can find a link to this and documentation about how to extract the data below.
