Can't remove older Pro version

I am stumped and looking for any help. I have for some reason still part of ArcGIS Pro v 2.8 on my PC. I can see it in the list of programs installed and when I try to uninstall - it says it cant because it is already uninstalled. I also have a version 3.4 installed and I use. I have been having issues when using the 3.4 version like saving to a folder - any folder other then the default and some functions seem to not work like adding feature classes to a gdb. and others.

I have had our IT to look at it and ESRI support which we did the set everything back and using something called iobit - which was a mess in itself. 

To throw another loop. I have two user accounts on my pc - one with admin and one w/o. I usually use the w/o version of my pc and where I am having issues. However when I was working with ESRI support I switched to the admin version to do the uninstalls and reinstall of Pro - it works like a charm when signed in as this user however on the non-admin I still have issues and can see the 2.8 ver in my list of programs which does not appear in my admin version that works. Leading me to believe this is the issue.

Wondering if anyone has had anything similar and thoughts on where to look to fix. Note when I click on the 2.8 ver to uninstall it says it is already uninstalled.

Along with that, you could try these two steps for a soft reset and a full wipe of ArcGIS Pro:

I assume there's something stuck in the registry, or an additional issue causing the file to still be recognized in the control panel. The first tool has been very reliable when encountering those issues!

Window, Install/uninstall, would be the first way to go.

are the only know ways  Your registries at the operating system level need a good clean and as a suggestion, only have the administrator of the machine and your license for Pro do this

The soft profile reset and clean uninstall are great options, when installing a new version of ArcGIS Pro can you upgrade over the last version?

When installing a new version did you select the option allow for everyone that uses the computer?

I havent tried the soft profile reset - but plan to and yes I set to anyone who uses the computer
