Can't add control points to second image

First off I am following the ESRI guide on referencing. Link

I am able to georeference an image to my parcel layer and saving the control points. My issue arises when I try to georeference a second image. I cannot add source control points to the image. 

My current work around is to restart arcpro then georeference the second image.

Over a year later and I'm still having this same issue.
