Basemap shown in layout changes when exported to jpeg

Hi,

I'm running ArcGIS Pro 2.7.0.  I've got a layout with multiple map frames and am using the USGS National Map as a basemap in all of them.  I am pleased with how things look in the layout.  But when I export the layout to a .jpeg or any other format, the basemap change in one (and only one) of the map frames.  The exported basemap has a lot more text in it and is less than ideal. 

Any thoughts on how to fix this? I've tried changing the resolution of the exported file, making the map a slightly different scale, playing around with the reference scale, exporting as different file types, etc. but its always the same result.

Screen captures of the layout and exported file are attached; its the McKittrick Canyon map at the bottom center that is the problem.
