The company I work for has to submit maps to the Government agencies. Our field workers are currently creating these maps within ArcGIS Pro using layers that are hosted in our enterprise portal. Field workers usually collaborate to ensure the layouts look somewhat standardized. Is there an Esri product outside (or in pro if needed) that would allow field workers to select which layers they would like in a 'layout' (or pdf map) then create a map using a standardized template.
We are trying to move individuals out of pro without having to create every map for them.

@BrendanNewell Thank you for the info. The print maps within the map viewer looked promising but I am having trouble creating text that is dynamic to what is being displayed within the map frame. Are these the only two options?
In my head I can see how to accomplish this using a combination of Survey123, Python, and ArcPro. It's probobly more trouble than it's worth though.
