ArcPro Parcel Fabric Error Inspector - Topological Fix not available.

Working in the error inspector within Parcel Fabric, we have a user whose capability to Fix topological errors using the Fix tool is not available while another user has the capability. One has the "Create Feature" option and the other does not? We have tried replacing the users configuration file with a new one but that did not work. Suggestions?

Does the licensing and user type apply to that user?
