arcgis pro stuck on pan

One of my Projects in Pro has gotten itself stuck on panning left whenever I activate the pan navigation tool, whether I start trying to pan with the 'hand' or use the C hot key to navigate. I can stop the pan by hitting esc, but one click on the map and it starts floating left again. Any ideas? I am using version 2.1 on Windows 10.

lots of 'stuck on pan' hits but none related to PRO specifically, but worth a look

I realize this is an old thread, but I just started having this exact problem. I just upgraded to Pro 2.5.2, so I'm not sure if there is a bug or if I hit a series of keystrokes that accidentally turned something on. Did you ever find a solution?

Press the 'C' key and it should flip back to select mode.
