I'm trying to develop a metadata workflow for my work unit. Existing data layers may or may not come with existing metadata. I'm interested in having analysts add standard metadata elements like contact, language, and country. If we go the route of importing a metadata template, all the existing metadata on the layer gets overwritten. I would like just specific fields to get overwritten. Is that possible? Can specific elements only get overwritten if they are blank?
