I am in Esri Technical Support and unfortunately we do not have a timeline on the resolution of that defect.  Apologize for the inconvenience!  We do not have much control over that as bugs are reviewed by development.

According to the bug report you linked to, it is resolved at ArcGIS Pro 2.4.
