ArcGIS Pro 3.7.1 - Reports Attachments Filter via Expression Not Available?

Hi,

Both the ArcGIS Pro 3.7 "What's New" and the ArcGIS Pro Report Elements documentations mention that filtering attachments on a report through an expression is now possible on the attachments element, however, I do not see this option on my 3.7.1 Pro. I see the row filter options, but no option to create an expression. Am I missing something or this functionality is not available?

EDIT: After further testing I found that the option is not present when creating a report for a feature layer service, but when created for a local feature class or table, is is present. Looks like a bug
