ArcGIS Pro 3.6+ — Adding a view-only layer disables editing on ALL other layers (regression from 3.5.2)

When adding a layer from a feature dataset for which the current user does not have edit permissions to a map that already contains editable layers, ArcGIS Pro disables editing on all layers in the map — including those from datasets where the user does have edit permissions.

Expected behavior (confirmed working in 3.5.2):
Only the layers belonging to the dataset without edit permissions are marked as non-editable. All other layers retain their editing capabilities normally.

Versions tested:

Version Behavior

 

3.5.2 > Works correctly — only the restricted layer is non-editable

3.6.1, 3.6.3, 3.7.0 > All layers lose editability
