ArcGIS Pro 3.5 will open, then jams, cannot force quit

One GIS user (one out of many) has an issue where Pro opens, the user can open a project (any project) and then Pro stalls.  The user cannot kill Pro using the Task Manager and the only solution is to restart the computer.

I have done a complete uninstallation, purging of the contents of  C:\Users\thisuser\AppData\Local\ESRI, and new installation of Pro.  

I can confirm that the users project are not jamming on my computer and seem to work without issue.  No other users have this issue.

Windows 11, ArcGIS Pro 3.5.  The computer meets the minimum specifications for running Pro.

Soft reset, complete reinstall and Tech Support would be the order assuming the computer has been tested to meet the minimum (at least) specs

Perform an ArcGIS pro Soft Reset

Perform a Clean Uninstall and Reinstall of ArcGIS Pro 

make sure that the registry changes/edits are made in the latter

Do you have any unsupported 3rd party apps that use ArcGIS Pro?
Turn off your virus protection software then retest your workflows.

Thanks for the suggestion for the Diagnostic Monitor.  

Steps taken were to:

1. Reset user profile - no change in issue

2. Install a second hard drive on this computer, purge GIS Pro from the computer (C: drive) and reinstall Pro on the new (D:) drive - no change in issue.

I did start a new blank map and had the stalling issue on this computer with a different Windows 11 login other than the original user with the problem.   The only data in the map are the default world topo and hillshade.   The software stalled but now errors were showing in the Diagnostic Manager.  I did add a file geodatabase feature class and the Diagnostic monitor shows this issue:
