ArcGIS Pro 2.7.3: “manager environments” of “python package manager” keeps showing “restart ArcGIS Pro for your environment changes to take effects”,

Despite the fact that the ArcGIS Pro is restarted, the “manager environments” of “python package manager” keeps showing “restart ArcGIS Pro for your environment changes to take effects”.

What could be the issue here?
