Hello, there is any tool to create polygons simply clicking in the center of group of closed lines, like the Paint tool "Bucket" in the basic license of ArcGIS Pro?
I know "follow" but it is not so fast...

Dan is correct - the Basic license is the hindrance to easy ways to construct polygons. You can read more about solutions here - not ideal of course but they work.
There's a 3rd party solution called XTools that allows you to do this but it requires a purchase. But with that said you can download it and try for 14 days for free.

That would be pretty sweet if it did - something like the trace tool, but to connect/join existing lines into a new polygon. Adobe Illustrator has a nifty tool that does exactly this -- the shape builder tool (Shift+M). If you've got Illustrator, depending on your workflow, goals, and how many features you have, that may be worth the pain of exporting the .ai to a CAD format and georeferencing it in Pro. It's a little tedious but I've done it and it works decently well.
