I'm running into an issue where I'm looking to get street names on my basemap for my city, specifically the 'Outline Map' on ArcGIS Pro/Online. I'm running into two issues.
1. I'm looking to keep the basemap of the 'Outline Map', and when I add in the tile layer "Open Street Map' (or anything similar), I do get street names on the map, but it changes the basemap to the streets map (colorful, etc.) I'd really like to keep the continuity of the outline map, but with the street names on this map.
2. I plan to print this city map at a very large scale, close to 100 in W x 84 in L, so I'm not concerned about how cluttered the street names will look on the digitized map. That being said - is there a way to not have a dynamic scale but instead have all of the street names in my city show up at whatever scale I scroll to?

Try using the vector tile editor, it allows you to edit esri's basemaps and save them as your own copy you can add to maps. So for example, you can have all street names display at once. You can get to it from ArcGIS Online on the keypad (top right) of the webpage or here: Home | Vector Tile Style Editor

You can edit basemaps to suit your need and/or mix and match!

I've followed the last link. I had the same issue where I needed to change the scales labels were available.
