activate the location button

As part of my work, I am working on an interactive map open to the public, all on ArcGIS. I was wondering if it is possible in the settings of a map, to activate the location display button (view the image bellow). Currently, people have to click on the button for their location to appear on the map when they open the map. I wonder if this option can be done by itself without people having to click on the button by setting it in the map. Thank you in advance for your help.
