You may want to take the data and generalize it to have it show better within an exported image.

Yes.

The goal is to visualize in a single image in absolute detail the US electrical grid overlaying the political boundaries (zip codes) of the US.

No such thing as too much detail; can always zoom out in a standard image viewer.

The story is to show which zip codes permit the electrical grid and which do not.

Zipcode by zipcode, a very high resolution detailed image.

It will also allow, when zoomed out, to see regional trends as well.

Ok, you could create a map layout that is fairly large to include all the detail you need.

Showing all the zip codes in CONUS (30,000+ of them) may need a really large area to help visualize what you want.

You could create a web map to accomplish this level of detail and allow people to zoom in and have scale dependency for all the layers to show the detail needed. I am not sure if an exported PNG would have different levels of details.
