Zone scale and Visibility Range should match

I'd love to see these match - 

The zoom scale is set to magical numbers when you scroll with the mouse wheel. 

If the Visibility range matched the magic numbers, they'd line up better.

 

Is it just me reading that Out Beyond 1: 50,000 means labels will show beyond 50,000.

It's showing the labels under 50,000.

This has bothered me for years, and I'm wondering if it's only me.

Does setting 'Only display these scales when zooming' accomplish what you're looking for?
