Instead of removing letters and creating useless hints, wrap the tabs of multiple docked windows into multiple levels to keep each tab name readable.
This isn't useful:
Extreme example in this case but I often get this effect when maximising map/layout size but still want to have specific function windows open.
This is a superb call!
@RTPL_AU this is not the specific design you've requested but given the pain point you're voicing in this idea, this is how we plan to address it in ArcGIS Pro 3.4:
Panes will have icons to make them more identifiable than text only.
Hovering on a tab will display its name:
Close Tab Group and Close Others are added to the context menu (I'm a pretty big fan of Close Others as a nice alternative to Reset Panes):

Fade pane tab labels rather than truncating with '...'
So... we don't plan to do wrapping, but I hope the 3.4 improvements solve the problem you're presenting.
Sounds good. Will you be able to specify if it will show Icon, Text, or Icon + Text?
Most of the time I have large docked collections open on a PC with wide screen so having text easy to read / find isn't an issue.
The one problem I foresee is the habit of Pro opening a docked panel of a tool you used 6mths ago between other docked panels.
If only icons are displayed and the icons aren't 100% intuitive it will lead to a mouse-hover-search to find the newly opened panel. Maybe add a blink effect for a few seconds after tool is opened so it is easy to find.
It shows the Icon and text.
As you add more open panes, text progressively disappears and the icons remain.
There is no plan to wrap stacked pane tabs. Instead, in ArcGIS Pro 3.4 we implemented this:
