The 3.1.2 version of ArcGIS Pro use the 1.26.0 version of pypdf2. According to PyPI this version dates to 5/18/2016. According to PyPi pypdf2 is moving back to being called pypdf as of version 3.1.0.
Please remove pypdf2 from the base set of installed packages with ArcGIS Pro. Replace with the most recent version of pypdf available at pro release.
While we are not yet removing pypdf2 due to backwards compatibility concerns, including pypdf in ArcGIS Pro's Python distribution is part of the product plan.
Note that this status update does not guarantee that the functionality will be in the next release, but development work has begun. Release cycles vary by product so make sure to check the product life cycle information to get an idea of when to expect the next release.
We included pypdf 3.15.0 with the ArcGIS Pro 3.2 Python distribution.
