Unlinked table w/ advanced formatting in layout view

I would like to be able to insert a table in the layout view as you would in Microsoft Word and edit/format it as you would in Excel.  The goal in this case is to format text with borders or tabbed spacing and to adjust the text angle, and not to retain the data for other maps/layouts in Excel or a geodatabase.

This table was pasted from Excel as two images and resized.  The styles and checkmark would not have been possible even with a linked table.
