Right now on a layout view, if you have a feature selected in the TOC, you can head to the Appearance/Feature Layer tab and click Swipe. However, this doesn't actually allow you to do anything - the tool appears activated, but dragging your map just acts like the layout pan ('1' key) tool.
Ok, so maybe if I activate the map the swipe will work - nope, you get the last tool you were using on the map - you have to click swipe again.
Same deal if you navigate over to the map view instead of activating.
It's perfectly reasonable to want to be able to swipe a layer on a layout without activating, and the functionality seems half there - let's finish the job.
