Stop "copy map to clipboard" being influenced by application window size

When using "Copy Map to Clipboard" in ArcMap or "Copy Map" in ArcReader, the resolution of the resulting image is influenced by the size of the application window.  So someone with a low res screen or using the application in a window - not maximised - will get a low resolution image.

Can the resolution of the resulting image be instead set by some other setting rather than this window size.

This is particularly important for ArcReader which doesn't have the option to paste as a metafile.
