Setting default units should be immediately reflected in measure tool

ArcGIS Pro 3.3.1

I've set the default units in the Options to distance=feet and area=acres:

But when I open the measure tool in the map, the measure tool units are still in metres.

I think it would be more intuitive if the unit changes I made were immediately reflected in the measure tool if the tool is not already open.

Would be a super helpful improvement to have defaults set. As well as for the mode.

To add to this, it would be helpful to set a default for the mode (Geodesic, Planar, etc.). I often have to measure in Geodesic, but every time I change to a different tool and then go back to the measure tool, it reverts to Planar.
