Scroll and expand metadata fields in layer properties box (do not truncate)

Allow for full viewing of all content in metadata fields by enabling scrolling and/or resizing the boxes, and responding to changes in the size of the box. Right now scrolling is disabled, text is truncated, and the fields do not enlarge when the window is resized. It displays fine in ArcCatalog.

In ArcGIS Pro 3.5, the scroll bar is enabled in the Layer Properties dialog box, Metadata tab, and the fields will enlarge as you enlarge the dialog box:
