Prompt for metadata when exporting layers (rasters, features) from the table of contents

Frequently ArcGIS Desktop workflows end with a data product that stays on the local machine, on a network drive, or in a shared database, but isn't published via the sharing tools to Portal/ArcGIS Online. While the sharing tools prompt for basic metadata like title, description, and tags, exporting a data layer from the table of contents doesn't require or even allow such a thing.

Instead, users that want to add metadata need to pause their workflow and bring up the metadata authoring tools either from the layer properties, or from the Catalog views. These work fine, but it's challenging to break workflows for data items that aren't final products. Providing an optional, limited set of metadata authoring, similar to what's used in the sharing tools for title, description, and tags, would help with intermediate data products, where we may want to record what the data represents and some basic inputs for future reproduction or description, but where it may not be a data layer worthy of fully authoring metadata using the more complete tools.

I recognize that *anyone* can still go author this limited set of metadata on their own after export, but adding it to the export UI, similar to the sharing tools, would encourage a minimum amount of metadata to be added, especially for these intermediate products.
