Place the hamburger on the left of the Attribute Table

When using large tables and large monitors, having the hamburger menu placed on the right of the Attribute Table causes excessive mouse movement requirements when doing a lot of work in the AT.

Please move this menu to the left of the AT window so that it is closer to all the other tools.

In ArcMap all the Table tools were close together:
