When using the Near (Analysis) tool, you can choose to have an angle calculated that is the angle from horizontal (0 being due east) to the line connecting the input feature to the nearest feature. This angle should instead reflect the geographic bearing, or you should have to option to have the angle calculated in either the arithmetic or geographic system.
