Mouse scroll wheel should zoom the same way in all Esri applications

Scrolling a mouse wheel toward you is a learned skill that you do without thinking, that is, unless it zooms out in some applications and zooms in with others. Its a bit like riding a bike and you don't want to think about it too much. One suggestion is to pick a zoom direction that is intuitive to the majority of users and make all applications use that zoom direction starting at 10.1.

What currently happens when you scroll the top of a mouse wheel towards you:
Arcmap. ArcGlobe - zoom in
ArcGIS Web Apis, Yahoo, ArcGIS.com web map, Arcgisonline, ArcLogistic Online - zoom out

This can already be changed very easily for each application under the options menu.

In ArcMap this comes under: "Customise" -> "ArcMap Options" -> "General" -> "Mouse Wheel and Continuous Zoom/Pan tool."

For ease of use, it should be the same in the default state across all applications. If a power user wants wants to change it then in a menu five levels deep, then provide that option as well.

This makes sense, but I think it's not that simple. ArcMap has zoom backward from typical applications these days (think Google Maps), so it seems like Esri has been correcting that in all recent products. But I'm not sure it would be a good idea to change the default of ArcMap at this point for two reasons:

1) Users of ArcMap might already be used to its scroll-zoom settings

2) ArcMap is on a slow decline. Since Esri is encouraging people to move toward Pro, it doesn't make a lot of sense to make a change like this now.
