When setting a reference scale in a Layout, I want the basemap to honor the reference scale in the corresponding Map view. Not having this utility makes using a basemap for cartography useless because while I'm working in the Map view at a scale other than the reference scale I don't know what features and labeling will be shown at the reference scale because they change when zooming in and out. I'm aware I can use the Vector Tile Style Editor to change the scale and appearance of various basemap elements but that is laborious and not much different than just recreating all the features in the basemap from individual data.

I use set reference scale a lot but never thought of asking for it to be available in the premade basemaps. Editing in the vector tile editor for any of the esri basemaps would be very time consuming if you wanted to set it to one scale.

There is an enhancment request - ENH-000147889 - "It would be beneficial to have an option for a basemap in ArcGIS Pro to use the same "reference scale" that is set for the entire map" whose status is "under consideration."
Sadly I do not. I did attempt to use the Esri Support Services AI chatbot to see if that was a viable way to request a status update, but it failed to return an answer. What you may be able to do is add the Enhancement number to your "My Esri" account to monitor it's status.
