I have two layers: on the first, I have applied the symbol effects Buffer and Offset, in that order. On the second, the order is reversed.
The effects are configured identically on each layer: buffer = -5, offset = 5.

The effects are applied in order, that's clear. But if I want to adjust the second layer to be consistent with the first, I have to delete the effects and add them back in the proper order.
This is example is very simple, but suppose the symbology effects were quite complex, that there were more than just two effects in play. Reordering the effects ends up being a tedious task of re-configuring effects I already had set up the way I wanted.
Could I just drag the effects to change their order?
Just give me some handles right here, let me move them! Or arrows, to individually shift them up or down. All I can do here is add or remove effects. I can add an effect that totally breaks my symbol, or remove one from higher in the list that does the same. I just want to change the order they're evaluated in.
